iPhone 18 Pro Max Splits Its Modem Chip by Country
Apple's C2 modem replaces Qualcomm worldwide in the new Pro Max, except in the US, where MacRumors says the launch unit still runs a Qualcomm chip.
Apple's iPhone 18 Pro Max ships with an Apple-designed cellular modem in every market except the one that will sell the most units. In the United States, the phone runs a Qualcomm chip instead. That split comes from Apple's own tech specs pages, updated after the Sept. 9 launch.
MacRumors senior reporter Joe Rossignol first laid out the split on Sept. 12, three days after Apple's press event, comparing Apple's specification pages against code inside the iOS 27 update. The iPhone 18 Pro carries the C2 modem worldwide, with no regional exception. The iPhone Duo, Apple's foldable phone shipping Oct. 23 at $1,999, also carries C2 everywhere. Only the Pro Max splits by country.
What Apple's own launch language left out
Apple's Sept. 9 newsroom release describes the modem in one sentence: "iPhone 18 Pro introduces C2, Apple's next-generation cellular modem system, which brings AI-powered improvements to cellular quality and reliability. C2 delivers meaningfully faster uploads when compared to C1X while consuming 15 percent less energy, and now supports mmWave in the U.S." That sentence names the iPhone 18 Pro. It does not name the Pro Max, a distinction easy to miss under paragraphs about the phone's camera and titanium build, and one Apple did not call out directly at the event itself.
Apple's technical specifications page for the two phones lists two separate model numbers, A3472 and A3473, differing in one LTE band: A3472 supports Band 106, and A3473 does not. Neither listing names a modem supplier, which is standard for Apple; it never has. The identification of a Qualcomm part came from outside code, not from Apple's own document.
The chip Apple didn't name
MacRumors attributes the discovery to a developer using the handle @itspdfu, who found the reference while examining Apple's iOS 27 software update. An earlier version of the reporting guessed the U.S. Pro Max would use a Snapdragon X85; a correction published alongside the article points instead to the Snapdragon X80, an older Qualcomm part. Apple has not confirmed which chip ships in U.S. units, and neither MacRumors nor Apple has published a teardown or FCC filing settling the question.

The rollout Apple already promised
This is not a surprise move so much as a delayed one. When Apple shipped its first in-house 5G modem, the C1, in the iPhone 16e in February 2025, it kept Qualcomm in the iPhone 16 Pro and Pro Max. When the faster C1X followed in the iPhone Air and iPhone 17e that September, Apple again left the iPhone 17 Pro and Pro Max on Qualcomm. Arun Mathias, Apple's vice president of wireless software technologies, told 9to5Mac on Sept. 24, 2025, that the company "were really focused on what we needed for iPhone Air" that cycle, and added: "over time, we will see Apple cellular solutions in more products." The iPhone 18 Pro getting C2 worldwide is that promise arriving on schedule. The Pro Max not quite getting there yet, at least in the US, is the promise arriving one model short.
Why Qualcomm still has a seat in one model
The likeliest explanation is contractual, not technical. Apple has been building its own cellular silicon since it bought the modem business it now runs internally, and Apple and Qualcomm have kept a patent licensing arrangement running in parallel that extends through March 2027. On July 29, Qualcomm said its share of Apple's 2026 iPhone modem business would land "well below" an earlier internal estimate of 20 percent, without giving a revised figure, and that the drop would show up starting in the fourth quarter. Qualcomm Chief Executive Cristiano Amon, addressing a separate cost dispute the same day, said the company is "just passing through big cost increases that we have" — a comment about pricing, not the modem split directly, but a sign of how closely the two companies still negotiate.
Neither company has said the Pro Max carve-out is what remains of that 20 percent, and it may simply be a yield or component-availability decision unrelated to any contract term. That is the honest gap in this story: the reporting establishes which chip is in which phone and where, not why Apple chose to keep exactly one model on Qualcomm silicon, and not whether the same US units will switch to C2 in a later production run without any announcement at all.
What would change this read
Apple has also been extending its in-house silicon further with each generation, the same pattern behind the Neural Engine now mapped down to its own register layout by outside reverse-engineering. If Apple's next earnings call or an FCC filing names the Pro Max chip and the reason for keeping it, the contractual explanation either holds or falls away entirely. The other date to watch is March 2027, when the Apple-Qualcomm license expires; Qualcomm's own guidance already assumes its iPhone modem share keeps shrinking past that point. Until one of those documents appears, the Pro Max's split identity is the most concrete evidence available that Apple's exit from Qualcomm is close, not finished.
