Garmin Reopens Its Connect Developer Program After Seven Months, With a Free 1,000-User Tier and a $1,000 Enterprise Fee
Existing partners are moved to Enterprise automatically, skip the entry fee, and start paying per active user by April 1, 2027.

Garmin reopened its Connect Developer Program this week with three access tiers, ending a pause on new applicants that developers dated to spring 2026. Two of the tiers are free. The third charges per active user, at a rate Garmin has not published.
The details come from DC Rainmaker, where Ray Maker published them on Oct. 21, and from Garmin's own program overview page, which lists the tiers without dates or prices.

The three tiers
The Personal tier is aimed at a single user pulling their own data. Garmin's page says a user retrieves a personal API key by logging in to Garmin Connect, and lists Activity Data in JSON and .FIT, Health Data and Women's Health Data. Delivery is pull only.
The Starter tier, which DC Rainmaker also calls Startup, is "designed for organizations that need to support up to 1,000 users." Garmin's page lists Activity, Courses, Health, Training and Women's Health APIs, push-only delivery, no historical data and limited user capacity.
Enterprise adds a Golf API, a choice of push or ping/pull, one month or more of historical data and unlimited users. It also includes technical support.
| Tier | Cost | Users | Delivery |
|---|---|---|---|
| Personal | Free | One person | Pull only |
| Starter | Free | Up to 1,000 | Push only |
| Enterprise | Per active user | Unlimited | Push or ping/pull |
What Enterprise costs
According to DC Rainmaker, Enterprise carries an initial $1,000 entry fee that counts as a credit toward the monthly active user bill. Billing is per active monthly user who is connected. Garmin's page says only that commercial terms are "tailored based on business and technical requirements", and the per-user rate is to be negotiated company by company.
Existing partners "become 'Enterprise' automatically", Maker wrote, and none has to pay the $1,000 entry fee. Fees begin by April 1, 2027, and Garmin is to work out financial details with each partner before then.
That leaves a gap in what is public. Maker called the cost "pennies on the dollar" for his own DCR Analyzer app but gave no figure, so a developer with 5,000 users cannot yet price the move from Starter.
How long the door was shut
The5KRunner's Sept. 14 report put the pause in context. Developers said Garmin stopped processing new applications in spring 2026 and removed the form. One developer, CycleLytic, applied on March 2 and was still waiting on Sept. 11.
On May 20, according to that report, Garmin cited a "significant redesign and modernisation of the API program and related processes." Existing partners kept working throughout, and Connect IQ, the on-device app platform, was never affected.
The5KRunner raised the possibility that Strava's 2025 lawsuit over API terms was a factor, and presented it as unconfirmed. Garmin has not said the redesign is related.
What this means for small developers
The free 1,000-user ceiling is the number to watch. A hobby app or a coaching tool can now apply without a sales conversation, but any success past that mark moves it into negotiated pricing.
Other developer-platform stories on The Terminal this week include Railway pausing deployments and Blacksmith's CI funding round.
Garmin's overview page carries no effective date and no per-user rate. The next dated event is April 1, 2027, when fees for existing partners are due to start.
