Tcl/Tk 9.1 Adds Screen Reader Support and Makes Harfbuzz Mandatory on X11
The first stable 9.1 release, dated Sept. 29, also drops Windows XP styling and requires embedders to call an initialization routine.
Tcl/Tk 9.1.0 shipped on Sept. 29, adding screen reader support and initial right-to-left text handling to Tk, and requiring every application that embeds Tcl to call an initialization routine, either Tcl_FindExecutable or TclZipfs_AppHook. The Tcl/Tk 9.1 page lists the second change under breaking changes.
The Tk 9.1.0 release notes on GitHub call this the first stable release of Tk 9.1. It builds on Tk 9.0, which the notes say it stays compatible with for extensions and applications written for that release.

What changes for users of Tk 9.1
The Tk additions are accessibility support for screen readers, initial bidirectional text support for languages such as Arabic and Hebrew, a new ttk::toggleswitch widget and rotated text on labels. The GitHub notes say the bidirectional work covers Windows and X11.
The Tcl project's own page does not say which operating systems the screen reader support covers. The GitHub notes say "across platforms" without naming them. Linuxiac, which covered the release on Sept. 30, reports the feature without a platform list too.
That gap matters to anyone shipping a Tk application to blind or low-vision users. The claim can be checked only by running the build against a screen reader on each target system.

The compatibility list is short but specific, and most of it lands on build systems rather than on scripts.

A Linux packager building Tk 9.1 now needs harfbuzz available, and a script that sets the xpnative style by name will need vista instead.
New commands in Tcl 9.1
The core language gains a unicode command for Unicode normalization, a timer command giving a monotonic clock at microsecond resolution, and lfilter for selecting items from a list. Many C99 math routines are now available as expr functions, and subst and switch gained options. The release adds 64-bit size support and more memory-efficient handling of large lists.
Linuxiac adds two platform notes: macOS now handles case-insensitive filesystem paths, and Windows executable searching was reworked.
Tk 9.1 needs Tcl 9.0 or 9.1 installed first, which ends the pairing with Tcl 8.6 for the 9.x line. Source releases are on the Tcl SourceForge project, with GitHub carrying a partial mirror, according to the notes. A Linux user who wants to try 9.1 without touching a working install can build it in a disposable machine such as Frostyard's NSL. The next thing to check is distribution packaging: whether the harfbuzz requirement shows up in Debian, Fedora and Arch build logs before the first 9.1 packages land.
