Alibaba's Qwen-Image-2.1 Drops Apache 2.0 for a Paid Commercial License
The 7-billion-parameter image model shipped Sept. 20 with native transparency, but its license bars commercial use without a separate agreement Alibaba's predecessor model never required.

Alibaba's Qwen team released Qwen-Image-2.1 on Sept. 20, a 7-billion-parameter model that generates and edits images in one workflow, according to its GitHub repository. Unlike the original Qwen-Image, which Alibaba licensed under Apache 2.0, the new version ships under a Qwen Research License Agreement that bars commercial use outright.
What the model actually does
Qwen-Image-2.1 packs 32 single-stream DiT (diffusion transformer) layers into its 7-billion-parameter visual generation component, paired with an 8-billion-parameter Qwen3-VL text encoder and a 64-channel RGBA variational autoencoder, the GitHub README says. It natively outputs transparent PNGs instead of generating a background and removing it afterward, accepts up to 10 reference images for multi-subject composition, and supports 2,048-by-2,048-pixel output across seven aspect ratios: 1:1, 4:3, 3:4, 3:2, 2:3, 16:9 and 9:16. Weights are posted on Hugging Face and ModelScope, and the code is on GitHub under the QwenLM organization account.
What the license actually says
The license file on Hugging Face states plainly: "You shall not use the Materials for any commercial purpose without obtaining a separate commercial license from us," directing applicants to email [email protected]. Any derivative model must also carry a copy of the license, disclose what was changed, credit "Hangzhou Tongyi Laboratory Technology Co., Ltd." by name, and display "Built with Qwen" or "Improved using Qwen" in its own documentation.

What the coverage left out
TechNode's report on the release, published the day after launch, calls the model "open-source" and describes its availability on Hugging Face and ModelScope without mentioning the commercial-use restriction or naming the license at all. A separate write-up by RuntimeWire did name the license, and added a figure absent from Alibaba's own materials: generating a single 2,048-pixel image peaked at 56.5 gibibytes of memory on an Nvidia H100 in its testing, undercutting the "compact and efficient" framing Alibaba uses for a 7-billion-parameter model. The same report says Alibaba's quality comparisons come from Qwen-Image-Bench, an evaluation Alibaba built itself and judges with its own fine-tuned model rather than an independent one, which is why any claim that the model beats a rival's image generator is a vendor's own scorecard, not a third-party result.
Who has to care about the fine print
The restriction reaches beyond companies reselling the model unchanged. Section 4 of the license says the "Built with Qwen" attribution and notice requirements apply to anyone who fine-tunes the weights and then distributes the result, not only to those redistributing the base checkpoint as-is, which puts a startup shipping a fine-tuned product on top of Qwen-Image-2.1 on the hook for the same email to Alibaba as a company reselling the model directly. The original Qwen-Image carried none of those conditions under its Apache 2.0 terms, so a product fine-tuned from the 2025 model owed Alibaba no notice and no fee.
What is still unclear
Alibaba has not said whether future Qwen image releases will keep the research-only terms or whether this is a one-off, and the company has not published pricing for the commercial license it now requires. The shift arrives the same week as DeepSeek's V4.1-Flash release and TypeSafe's Jev launch, two other model announcements this month that also left out figures their own release notes could have included.
